自2018年4月16日（出运日或提单日）起，科特迪瓦共和国开始实施产品符合性评定服务 VoC （Inspection and Verification of Conformity Program）。
据了解，此次科特迪瓦新法规规定的管控产品范围非常广，几乎涵盖所有进口的常规商品，仅有以下产品除外：
· Gold and other precious metals
· Precious stones
· Explosives, weapons, ammunition and other war material intended for thenational armed forces and to the police force
· Live animals
· Fresh Fish, vegetables and fruit
· Plants and floricultural products
· Impressed and developed cinematographic films
· Newspapers and periodicals, stamps items or tax, stamp paper, banknotes,check books, passports
· Personal effects and used household objects
· Used cars
· Postal Parcels
· Raw or partially refined oil
· Commercial samples
· Supplies to the diplomatic and consular missions or internationalorganizations, imported for their own needs/use
· Imported goods and equipment for oil and mining operations
· Imports related to free regimes
· Raw products and traditional handicraft of community origin
什么是符合性认证？
符合性认证（Verification of Conformity, VoC）是非洲最常见的技术强制性认证，目前已被推广到大多数撒哈拉以南非洲国家。只有获得合格的符合性认证证书，进口商才能够在目的国（地）海关清关，进而取得货物。
非洲国家众多，各国对VoC符合性认证的称呼有所不同，比如尼日利亚为SONCAP、津巴布韦为CBCA、东非国家为PVoC等，导致不少贸易商有所混淆。

哪些国家采用了这种认证？
目前，非洲采用符合性认证的国家有科特迪瓦、阿尔及利亚、尼日利亚、埃及、埃塞俄比亚、肯尼亚、坦桑尼亚、乌干达、津巴布韦、博茨瓦纳、赞比亚、加蓬、加纳和几内亚等，涉及食品、化工、纺织品、电子和机械等多个品类。
从国际贸易的角度来说，符合性认证可视为非洲合理的贸易技术壁垒。在非洲，符合性认证由政府制定，对应各国的标准局。进口到当地的产品，都要首先满足符合性认证下的产品质量标准和国家规范。
